On March 12, 2025, the Vanuatu Commission for Citizenship by Investment Program (CIIP) at its first meeting decided to temporarily suspend the acceptance of new applications for citizenship through Coffee Fund investments until further notice. This decision was taken in accordance with the Prime Minister's directive based on Council of Ministers (COM) Decision No. 012 of 2025.

The reason for the suspension was the need to review and approve new rules for the CIIP program. The Attorney General's office is currently finalizing the updated regulations which will soon be submitted to the Prime Minister for signature. The Vanuatu Commission apologizes for any inconvenience this may cause and promises to provide timely information on the date for the reopening of applications and signing of new contracts.

It is important to note that the option to obtain citizenship through a grant (non-refundable contribution) remains available to investors. This allows applicants to continue to be considered for the program despite the time constraints associated with the Coffee Fund.

Vanuatu continues to be one of the most attractive jurisdictions for second citizenship due to its transparent and robust program. The CIIP regulation update aims to further raise the standards of the program and ensure it meets international requirements.

Agents and investors are advised to monitor official announcements from the Vanuatu Commission for up-to-date information on the reopening of Coffee Fund applications.
